How about bringing and building manufacturing sectors and jobs in Waianae area, and utilize Rail for intra-island transportation of the goods?
Note: I am for Rail ONLY because it already started (and may need to utilize it for as much, possible).
First, I will do Forensic Audit on Rail, if I get elected; then, plan accordingly.

When it comes to sharing costs, fundamentally, we should help one another, (if we really need to share), because we are Ohana, after all.
But, I feel for you and don’t blame you if you feel bad about sharing the cost of rail, probably because of corruptions.
Although my plan (about rail) may need to be adjusted (later, as needed), but currently, (among other things),
1. Forensic audit first, and find out exactly why the cost had to be increased a lot more than initially projected.
2. If any wrongdoings are found, find a way to get compensated from the responsible people and/or their insurers. (E.g. If we can get any money from liability insurance, it would be good.)
3. Recalculate by exploring all plausible options; and, if possible, find a way to reduce the cost; and adjust the previous estimate accordingly.
4. If we can lower the cost, see if we can extend the rail all the way to UH at Manoa. (But, plan it for the future, in the long run, even if the cost is the problem for the near future.)
5. If more federal money can be explored, negotiate more with Fed. (I will not hesitate to visit Washington, DC, to discuss and negotiate with fed officials including President.)
These are just my thoughts, and may be adjusted as needed.

I will work as hard as possible to do the FORENSIC AUDIT on Rail, (because it is a common sense and should be a priority).

This gesture may only give public an impression that Gov. Ige does passively admit his guilt of the wrongdoings, e.g. passing the billions of tax hike bill without having forensic audit.
Although it may sound better late than never, the issue may still never be resolved without having the audit, FIRST.

Gov. Ige now brags about $810 million the state’s cash balance, while he forgave? the unreasonable tax hike on billions (now, about 10? billions) dollar rail project, without having forensic audit.
Which one is bigger? Millions or Billions?
(A billion is a thousand millions. And, 10 billions are ten thousand millions.)
I want to ask the same question to Honolulu Star Advertiser…

“Hawaii state government finished out the last fiscal year on June 30 with a healthy general treasury budget surplus of about $894 million, and Gov. David Ige’s administration expects to close out this fiscal year with an $810 million cash balance.
That does not include about $310 million in the Emergency Budget and Reserve Fund, also known as the “rainy day” fund, said state Director of Finance Wesley Machida. It also does not include the more than $182 million in the Hawaii Hurricane Relief Fund, which also was tapped to help balance the state budget during the Great Recession.”

A normal-minded person would have done the forensic audit before the tax hike.
That should have been the common sense.
But, Gov. Ige not only denied to use his common sense (by rather being silent), but also signed the illegitimate tax hike bill.
Dear Gov. Ige,
There might have been something that made you feel not to get actively involved…
At least, however, People of Hawaii might have deserved your better and clear explanation before your signing on the bill.
Well, please remember that you may deserve to receive such accusation and blame; even if People of Hawaii blame you for being a part of the rail corruption scheme.
Just being nice to everyone? may not and cannot be the leadership People of Hawaii want and need.
I think you should not seek re-election…!
