If I get elected as your governor, I (we) want to implement and/or reinforce our primary and secondary education with emotional health curricula.

If I get elected as your governor, I would want to see if we can have UH Manoa to be the first tuition free university.

(Even if the budget may not allow us for the time being, we want to plan in advance, so that we can gradually move toward the goal of the tuition free university.)

P.S. One issue.
Unfairness or preferential tx, compared to other public universities and colleges, within the state.
This can be avoided, if we can give tuition free as a form of scholarships.
Note: We may need to find the plan, as lawful and constitutional as possible.
We also want to extend the program to other public universities and colleges, gradually, in the long run, as long as we can find budgets.
