Johnston Atoll; Jones Act Alternative.

Repealing Jones Act is not easy, because it provides good security for Hawaii; but unfortunately at the higher cost of living, since cheaper, foreign shipping goods still need to go thru mainland harbors.

If we bring the manufacturing industry to the islands, the cost of living can be much reduced, although we may still need to import the supplies.

But, how ever we try to boost economy with lesser cost, Jones Act may still be an issue.

I now have an alternative practical plan, if Jones Act cannot be totally repealed. (To be revealed later.)

Perhaps, it may require some adjustment? without total repealing, in order to fit to a need of my plan; although I am not sure it can be fully agreeable, especially in Washington, DC. And, it may also require heavy diplomacy.

Johnston Atoll?

Yup, if we can’t repeal Jones Act, then we would want to build and develop the Johnston islands as a US shipping port for Hawaii, whose shippings mainly come from Western Pacific regions, like Australia, China, Japan, Korea, etc. (But, Eastern Pacific regions would follow current rules by Jones Act.)

There, things would be done; among other things,

1. Thorough security check and clearance of the ships and containers.
2. Mandatory quarantine, if necessary.
3. Change crews to American crews, per law, if it can be
4. Change flag to American flag, if ship is allowed to move on to Hawaii, without changing to an American ship.
5. If necessary, transfer the contents to an American ship.

Note: If Johnston Atoll is too close to security guidelines by military and government, then look for alternative other location e.g. Midway Atoll?.

More details should be also discussed further.
