2. To evenly grow economy between islands.
3. To help sustainability.
4. To (re)distribute wealth between islands.
5. To diversify and balance economy between islands.
6. To help create more jobs beween islands.
7. To help (re)distribute polulations.
8. To help promote transportation of more goods between islands.

However, we may need to carefully assess the feasibility, esp. by checking (and balancing) conflict of interests.
