That is why we may need multipurpose Homeless shelters, in a large scale, with minimum construction cost; (although we may also need to think of maintenance costs.)
Another example of multipurpose homeless shelters:
Use as armory, which can serve for reservists (e.g. national guards) training site, of which their programs be partly helping homeless (in the site).
This may clear security issues at the site (shelters) without needing extra cost.

People are often given with hard choices. And, the sides are switched, too.
Either choice may not be still good for the people, probably due to their strong ties to special interest groups and media.
